ConnectHomeUSA helps HUD-assisted communities build local digital-inclusion programs around affordable internet, free or affordable computing devices and digital-skills training. A ConnectHomeUSA free tablet may be available through a local partnership, but HUD does not guarantee a tablet to every assisted household.

ConnectHomeUSA is not a nationwide individual tablet application. Device opportunities depend on the participating community, local partners, available funding, inventory and the rules of the specific offer.

What is ConnectHomeUSA?

ConnectHomeUSA is a HUD initiative that helps participating HUD-assisted communities reduce the digital divide. It gives community organizations a framework for bringing together housing providers, internet companies, nonprofits and other partners to improve digital access for residents.

More than a tablet

ConnectHomeUSA focuses on three parts of digital access

A device has limited value without a usable internet connection or the skills needed to use it. HUD’s approach treats these needs as connected.

Device truth

Does ConnectHomeUSA give residents a free government tablet?

Not automatically. ConnectHomeUSA creates a framework that participating communities can use to improve access to affordable devices. The actual free tablet, discounted tablet or computer must come from a local partner or other available resource.

Two ConnectHomeUSA communities can have different device programs. One may have donated tablets, another may offer discounted computers, and another may currently have no individual device distribution at all.

ConnectHomeUSA is designed around HUD-assisted communities. Whether an individual resident can access a device depends on participation by their housing community and the resources being offered locally.

Public housing authorities can participate in ConnectHomeUSA and develop digital-inclusion resources for residents in their communities.

Residents of participating HUD-assisted multifamily housing

Multifamily housing organizations serving HUD-assisted residents can also take part in ConnectHomeUSA efforts.

Residents served by participating Tribal housing organizations

ConnectHomeUSA has included Tribes and Tribally Designated Housing Entities among participating communities.

Other residents served through selected HUD community partners

The 2024 expansion also included selected organizations connected with other HUD-assisted housing and homelessness programs.

This partnership model explains why a free tablet offer can vary so much from one HUD-assisted community to another.

The device provider may not be HUD

ConnectHomeUSA allows communities to build locally tailored solutions. The organization actually supplying a tablet can therefore be a nonprofit, private company, local program or another participating partner.

Ask who owns the device offer

Identify the organization actually providing or subsidizing the tablet.

Ask whether the offer is current

Device donations and funding can be temporary or limited by inventory.

Ask who qualifies locally

A community may have its own resident, housing or program criteria.

Ask what the device costs

“Affordable device” does not always mean completely free.

Start with the housing authority, property manager, resident-services office or other organization that manages the HUD-assisted community where you live.

Participation in the initiative does not mean every digital-access resource is available continuously.

Find out whether the current local offer includes tablets, laptops, desktop computers or another device type.

Do not mix different eligibility systems

HUD assistance and free tablet eligibility are not always the same

A resident can live in HUD-assisted housing without automatically qualifying for every tablet offer. ConnectHomeUSA device opportunities can use local rules that differ from Lifeline or other assistance-based tablet offers.

Older information can be confusing

Old ConnectHomeUSA pages may mention ACP

Some older HUD and community materials promoted the Affordable Connectivity Program because ACP was active at the time. ACP later ended on June 1, 2024, so an old ConnectHomeUSA page mentioning ACP enrollment should not be treated as a current ACP application.

Historical information

ConnectHomeUSA did not end when ACP ended

ACP was one broadband affordability resource used during part of ConnectHomeUSA’s history. ConnectHomeUSA is a separate HUD digital-inclusion initiative, so the end of ACP should not be confused with the end of every ConnectHomeUSA community effort.

Compare a ConnectHomeUSA tablet with other free tablet providers

If no local ConnectHomeUSA device is currently available, a household may still encounter other legitimate assistance or provider offers. Those programs have their own eligibility, coverage and device rules.
